About the Project

The Skyview 2 Battery Energy Storage Project (“Skyview 2 BESS” or the “Project”) is a battery energy storage project proposed in the Township of Edwardsburgh Cardinal.  The proposed Project is a lithium-ion battery energy storage facility sized to provide up to 390MW (1,560 Megawatt-hours). It occupies approximately 30 acres of land located north of Dobbie Road.  

The Project will be participating in the 2023 Independent Electricity System Operators (“IESO”) Long-Term Request for Proposal (“IESO LT1 RFP). Skyview 2 BESS is designed with the intention of addressing the growing electricity needs of eastern Ontario. The IESO is forecasting a need for 4,000 MW by 2030 and is in the process of administering various procurement programs to address this need. 

The Project is also initiating a Class Environmental Assessment for Minor Transmission Facilities (“Class EA”), in accordance with the Ontario Environmental Assessment Act. Contingent on the outcome of the Class EA process, construction could begin in spring 2025 and is expected to be completed by the end of 2026. Community Engagement and Open House

Skyview 2 BESS has designed a Community and Indigenous Engagement Plan (“Engagement Plan”) for the Project to provide structured and proactive consultation and engagement with stakeholders throughout the Project’s development. We recognize that stakeholder input is an integral component of a successful project. This Engagement Plan follows the engagement requirements as outlined in Section 2.1(f)(i)(B) of the IESO LT1 RFP. The Engagement Plan has been updated to reflect recent consultation activities for the Project. 

The Project had its first Community Open House on Tuesday, November 7, 2023 at the Ingredion Centre in Cardinal. Local communities and interested stakeholders had the opportunity to learn more about the proposed Project and speak directly with members of our Project team. The second Open House was hosted virtually for the Project on December 11, 2023.

Long-Term Tax Revenue: Over the course of its life span, the Project will be a source of significant and reliable contributions to the Municipality’s tax base while requiring minimal municipal services. The Municipality can use the increased tax revenue to fund roads, schools and improve municipal services.

Local Employment: Jobs created during construction will include those related to land surveying, road construction, concrete and aggregates supply, equipment installation, substation construction, electrical testing and technical commissioning to name a few.

Boosting the Economy: We will seek to source construction site services, materials, and contractors locally. Workers may also require local accommodation and services while working on the Project. In addition to the direct jobs, the Project will increase electrical capacity enabling further investment in eastern Ontario.

Reducing Emissions: The Project will also help to reduce Ontario’s emissions by limiting the need to run natural gas generators during times of peak loads.
Resilient Electricity: The project will increase electrical capacity enabling future sustainable economic growth within the City.

Community Benefit Fund: Through consultation with the Township and local stakeholders PRI intends to establish a community benefit fund that will support a thriving community and vibrant countryside.
